A Russian Ilyushin Il-76 military aircraft carrying Ukrainian POWs crashed in the Belgorod region.
Russian officials blame Ukraine and will inquire the US and German governments about the potential missiles used in the shooting down of the Il-76.
The loss of aircraft followed a previous shootdown of two Russian military aircraft by the Ukrainian forces.
